A | United Nations, Oct 11 (UNI) UN Secretary-General Antonio Guterres called for making mental health a global priority and urged actions to promote universal quality mental health care.

Nearly 1 billion people live with a mental health condition. But mental health remains one of the most neglected aspects of health care, Guterres on Monday said in a message marking the World Mental Health Day, which falls on October 10.

"Some countries have only two mental health workers for every 100 000 people. The social and economic repercussions are profound," he said, noting that anxiety and depression alone cost the global economy an estimated 1 trillion US dollars per year.

The UN chief stressed the need to strengthen the capacity of health services to offer quality care to those in need, in particular young people.

Stigma and discrimination must be addressed along with breaking down the barriers that stop people from seeking care and support, he said.

Guterres also underscored the importance of preventing the root causes of mental health conditions, including violence and abuse, adding that the UN is committed to working with partners to promote mental wellbeing.

"As we mark World Mental Health Day, let us make it a global priority and act urgently so that everyone, everywhere has access to quality mental health care," he said.

B | 《新明日报》报道，这起伤人案发生在今年2月29日早上10时55分，地点在新加坡翡珑山路的一座公寓。被告是63岁的刘进明（译音），案发时是公寓的清洁工，他面对一项用利器蓄意伤人，以及一项妨碍司法公正的控状。案情显示，被告案发当天早上在公寓地下二楼的电梯大厅抹地板，一名搬运工人正好将一拖车的货物搬到电梯大厅入口处。被告后来推着手推车要换抹地水，发现搬运工和货物挡住去路，双方为此起口角。

C | 一名公众看见被告与搬运工吵架，试图打电话给公寓保安，但地下二楼收讯差，电话无法接通，于是公众决定留下继续观察。清洁工换水后返回电梯大厅时，用手推车碰了一下搬运工，叫后者不要挡路。（新明日报图）被告之后换了抹地水并返回电梯大厅时，再次遇见搬运工。他用手推车轻轻推了搬运工人一下，叫后者不要挡路。搬运工回话说，被告可以开口要求，不需要推他，双方再次吵起来，最后发生肢体冲突。

D | 被告从口袋里取出一把美工刀。（新明日报图）被告在过程中，突然从口袋里掏出一把美工刀，他先打了搬运工一巴掌，再用美工刀割伤对方的左耳。公众当时用手机录下事发经过，他看见被告用美工刀伤人后，立即打电话给公寓保安。

被告事后将美工刀扔掉，因此犯下妨碍司法公正的罪行。搬运工人感觉左耳疼痛，从被告手推车拿起扫帚打被告的腿。搬运工在被告离开后，到公寓保安处寻求帮助。警方赶到现场后，要求被告协助调查。

E | 被告承认用美工刀割伤搬运工，但因为害怕为此惹上麻烦，因此将美工刀丢在公寓附近的垃圾桶里。

F | 搬运工事后到当地医院接受治疗，他左耳有1公分长的伤口。　

第三次用美工刀伤人

法官指出，这是被告第三次用美工刀伤人。控方说，被告在2020年11月和2021年10月，因用利器蓄意伤人，分别被判坐牢13周和4个月又两周；被告如今再次伤人，显示他没有吸取之前教训，因此要求法官严惩被告。法官下判后对被告说，这是被告第三次用美工刀伤人，希望是被告最后一次干案，也希望他日后若遇到相同的情况，可以用更好的应对方式。
